When submitting an article to the editors, the author guarantees that the article is submitted for publication for the first time and has not previously been published in other publications in whole or in part.
Explanation of Transfer of Rights to the Publisher
According to Part IV of the Civil Code of the Russian Federation, which has entered into force, an oral agreement between the authors and the publisher is sufficient for the publication of an article in a print journal. For electronic publication (the electronic version of the journal is sent to the Scientific Electronic Library), it is necessary to obtain written consent (a letter of guarantee) from each author on the transfer of rights so that the publisher can protect their rights.
By the letter of guarantee, the author confirms that he has the exclusive copyright to the article and transfers non-exclusive rights to his article to the publisher of the journal “Vestnik RGUPS” for publication in the next issue of the journal.
By submitting a letter of guarantee, the author also agrees to transfer and post an electronic version of his article on the Scientific Electronic Library (SEL) website, including for inclusion in databases created and distributed by the SEL and RUNEL.
