Author Guidelines

Procedure for Submitting Materials for Publication in the Journal

Materials for publication, formatted in accordance with established requirements, as well as accompanying documents, are sent to the editorial board’s executive secretary in the following ways:

In person;

By mail;

By email.

The contact information for the executive secretary of the editorial board of the scientific and technical journal “Vestnik RGUPS” is available on the journal’s website in the “Contacts” section or in the printed version of the journal.

List of documents to be attached to an article submitted for publication in the journal “Vestnik RGUPS”:

  1. Expert opinion (using your organization’s template);
  2. Sample letter of guarantee for copyright transfer;
  3. License agreement for copyright transfer in duplicate (electronic and by mail);
  4. Additionally, a letter of recommendation from the immediate supervisor is required if the author of the article is a postgraduate student (there are no co-authors).

Requirements for article formatting

  1. The scientific and technical journal “Vestnik RGUPS” publishes the following types of materials: scientific articles, research analysis, scientific reviews, and reports.
  2. Article materials should be submitted as a file to the mail pmv_nis@rgups.ru in Word for Windows using Times New Roman 11 pt font, single line spacing, justified alignment, paragraph indentation 1.25 cm, and all margins 20 mm. The recommended article length is 5–15 pages.
  3. The first page should contain the following information:
    • UDC – in the upper left corner; 8-point spacing;
    • authors’ initials and last names – centered, in italics; 8-point spacing;
    • article title – in capital letters, bold, centered, without hyphenation; 8-point spacing;
    • Abstract in Russian and English (a summary of the article, including 3-4 sentences, 80-150 words);
    • Keywords (5-10 words). Each keyword or phrase is separated by a comma, also in Russian and English;
    • For citation:
      • If the article has 1-3 authors, one of the authors is listed first, followed by the article title, all authors, the journal to which the article is being submitted, year, issue, page (leave blank), and DOI (also blank);
      • If there are 4 or more authors, the author is not listed first, but the rest is formatted accordingly.
    • The article must be signed by all authors (a scan of the first page with all authors’ signatures must be provided);
    • The text of the article is printed with hyphens. The article must contain an introduction, the purpose of the research, the main body, and conclusions.
  4. Each scientific article must include a bibliography formatted in accordance with the publication guidelines.

The bibliography is provided as a table at the end of the article and is compiled in accordance with the
sequence of references in the text, indicated in square brackets. References are formatted strictly in accordance with GOST
R 7.0.100–2018 (the minimum number of bibliographic sources is 10).

A translation of the bibliography into English is required!

  1. Latin letters are typed in italics, while Greek and Russian letters are typed in roman font. Mathematical symbols such as lim, ln, arg, const, sin, cos, min, max, etc. are typed in roman font.
  2. Formulas. When typing formulas, use the Math Type – Equation formula editor. Large formulas should be broken into separate fragments. Formula fragments should be independent, if possible (when working in the formula editor, each line is a separate object). Numbering should be typed in Word, separately from the formulas. Formulas should be centered on the line. The letters J and I, e and l, h and n, q and g, V and U, O (letter) and 0 (zero) must be distinguished by their style. Dashes, hyphens, and minus signs must be designated with the appropriate symbols. Only formulas referenced in the text should be numbered! Notations, terms, and illustrations must comply with current GOST standards.
  3. Figures and photographs, made clearly and in high contrast, should be placed in the order they are mentioned in the text; captions are required.
  4. The article text must be carefully edited and ready for layout and typesetting.
  5. Author Information (in Russian and English):
    • Author’s full name (without abbreviations).
    • Author’s affiliation in the nominative case (full name without abbreviations);
    • Academic degree, academic title, position;
    • Contact phone number;
    • Author ID (see on the website elibrary.ru);
    • E-mail.

Information is compiled for each author separately, in the order they are mentioned in the article.
It is important to clearly indicate the author’s affiliation, without allowing any other interpretation.

  1. In addition to the article, the following documents are required: a letter of guarantee, expert opinion, and
    license agreement. The article must also be accompanied by a letter of recommendation signed by the academic supervisor
    if the student is publishing without co-authors.
  2. Originality. The percentage of plagiarized text should not exceed 10%. The proportion of cited text should not exceed 10%, and the proportion of original text should not be less than 80%.
  3. The scientific specialty and areas of research to which the article pertains must be indicated.

Procedure for Reviewing Articles Published in the Journal «Vestnik RGUPS»

  1. An article formatted in accordance with established requirements is submitted to the editorial board’s executive secretary (email: pmv_nis@rgups.ru).
  2. The executive secretary conducts a preliminary review of the article for compliance with the publication’s scope and formatting requirements. If any comments are made regarding the above criteria, the executive secretary will recommend appropriate amendments by email.
  3. If the article meets the scope of the publication and all formatting requirements, it is submitted to the section chair for review at an editorial board meeting.
  4. The executive secretary notifies the authors of all stages of the article’s progress prior to publication: review, editing, requests for additional materials, etc.
  5. Upon receipt of a review from a reviewer, the secretary sends a scanned copy of the review to the author by email. If there are multiple co-authors, the review copy is sent to the co-author listed as the contact person (authorized to correspond on behalf of all authors).
  6. The executive secretary notifies the authors of papers that have received a positive review of the editorial board’s decision regarding the publication date of the article.
  7. Author’s copies of the journal are mailed to out-of-town authors (all postal expenses are covered by RSTU).

Copyrights

When submitting an article to the editors, the author guarantees that the article is submitted for publication for the first time and has not previously been published in other publications in whole or in part.

Explanation of Transfer of Rights to the Publisher

According to Part IV of the Civil Code of the Russian Federation, which has entered into force, an oral agreement between the authors and the publisher is sufficient for the publication of an article in a print journal. For electronic publication (the electronic version of the journal is sent to the Scientific Electronic Library), it is necessary to obtain written consent (a letter of guarantee) from each author on the transfer of rights so that the publisher can protect their rights.

By the letter of guarantee, the author confirms that he has the exclusive copyright to the article and transfers non-exclusive rights to his article to the publisher of the journal “Vestnik RGUPS” for publication in the next issue of the journal.

By submitting a letter of guarantee, the author also agrees to transfer and post an electronic version of his article on the Scientific Electronic Library (SEL) website, including for inclusion in databases created and distributed by the SEL.

 

Submission Preparation Checklist

As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.

  1. The manuscripts are accepted if has not been published or submitted for publication elsewhere.

  2. The materials should be prepared in a format OpenOffice, Microsoft Word, RTF, or World Perfect.

  3. Internet links are provided as a complete URL. 

  4. Text should be typed with an interval of one and a half line spacing, font Times New Roman, 14 pt; to highlight the accents it is recommended to use italics rather than underlining (except Internet links). All images, graphics and tables are placed within the text according to the meaning of the particular part of text  (and not at the end of the document).

  5. Text should follow the stylistic and bibliography requirements as stated in  Regulations  located in the Part "About Us." 

  6. Please, remove the authors' names from the title of the article and other parts of the document to ensure the  anonymity of reviewing.

Authors who publish with this journal agree to the following terms:

  1. Authors retain copyright and grant the journal right of first publication with the work simultaneously licensed under a Creative Commons Attribution License that allows others to share the work with an acknowledgement of the work's authorship and initial publication in this journal.
  2. Authors are able to enter into separate, additional contractual arrangements for the non-exclusive distribution of the journal's published version of the work (e.g., post it to an institutional repository or publish it in a book), with an acknowledgement of its initial publication in this journal.
  3. Authors are permitted and encouraged to post their work online (e.g., in institutional repositories or on their website) prior to and during the submission process, as it can lead to productive exchanges, as well as earlier and greater citation of published work (See The Effect of Open Access).

Specified when registering the names and addresses will be used solely for technical purposes of a contact with the Author or reviewers (editors) when preparing the article for publication. Private data will not be shared with other individuals and organizations.
